Voter turnout in New York’s local elections is exceptionally low, largely because these elections are held “off-cycle” in odd-numbered years.
Without high-profile races on the ballot, media coverage is minimal, and there are fewer resources to engage voters.
As a result, most New Yorkers do not cast a ballot for their mayor, council member, county legislator, town supervisor, or other local elected officials.
The Even Year Local Elections Working Group aims to increase participation in local elections across New York State by aligning them with high-turnout federal and statewide elections, which take place in even-numbered years.

Share research and information on the benefits of election timing reforms.
Ensure a smooth transition to even-year elections, including robust voter education efforts
Why Election Timing Matters
Research shows that the year an election is held has the biggest impact on voter turnout on the local level. In the largest U.S. cities, voter turnout for mayor is 2.3 times higher when elections coincide with presidential elections rather than being held off-cycle. In New York City - which, like all cities in the state, holds its election in odd-numbered years - voter turnout for mayor has steadily declined, with the most recent election reaching a record-low 23% turnout. Moving local elections to even-numbered years dramatically increases voter participation up and down the ballot—often doubling turnout in mayoral races.
Additionally, off-cycle elections disproportionately suppress turnout among young voters and voters of color, leading to a less representative electorate. Moving local elections to even-numbered years reduces participation gaps and ensures that more New Yorkers have a voice in the elections that shape their daily lives.
Progress & Next Steps
The Even Year Local Elections Working Group has already achieved significant success:
2023: We secured passage of legislation (Chapter 741 of the Laws of 2023) moving county and town elections to even-numbered years.
2024: We helped introduce a constitutional amendment to move elections for other local officials, including city-elected officials, to even-numbered years.
We are now working to pass the constitutional amendment that will move city elections to even-numbered years and boost voter turnout for local elections.
