New York fails, yet again, to make its government cleaner and more responsive: Blame Cuomo and legislative leaders

As the scheduled 2017 legislative session came to an uninspired close Wednesday night in Albany, one thing was confirmed that had been abundantly clear for some time: Gov. Cuomo and the state Legislature decided not to pass needed reforms to the state's election laws, government ethics standards and contracting processes.
