Letter: Allow in-person early voting in New York

New York State ranks a shameful 41st in the nation when it comes to voter turnout [“Crunch time for state budget,” Editorial, March 25]. Perhaps this is related to the fact that we are one of only 13 states without any form of early in-person voting.
